SUMMARY
In Plasma Mobile, the Applications menu cannot be scrolled when scrolled to the top (such when the menu was just opened). see attached video.

STEPS TO REPRODUCE
1. Open Applications menu in plasma-mobile
2. Try to scroll through the screen using a touchpad or mouse (not the touch screen)

OBSERVED RESULT
The page did not get scrolled up

EXPECTED RESULT
The page should get scrolled up
