Hovering over system tray icons with slow animation speed

SUMMARY
When hovering over a system tray icon, we expect the icon to highlight continuously from normal to bright. However, if the icon has light parts (e.g. disconnected Wi-Fi, low speaker volume), those parts first get darker and then brighter.

Video attached: Battery icon goes from normal to bright continuously as expected. Wi-Fi icon goes from light to dark to light. Speaker icon has parts that do both.

(Note this is only visible with Breeze light due to bug#489756)
