Video showing how the plasma quick settings sometimes just won't work right

SUMMARY

Sometimes the panel quick settings won't open. I've seen this happen both on openSUSE Slowroll when using a mouse, and on postmarketOS Edge when using touch for which I attached a video. Therefore, I'm guessing this is probably a KDE bug and not a distribution-specific packaging bug. My apologies if that isn't the case

STEPS TO REPRODUCE

1.  Click or touch tap any of the tray quick menu buttons of plasma, like the wifi quick settings

OBSERVED RESULT

See video. The popup doesn't work right and shows up as a thin line.

EXPECTED RESULT

The settings popup works correctly and opens up at a usable size.

Does the issue affect Kickoff or any other widgets on the panel that open popups, or is it localized to just the System Tray?

Does it happen in a new clean user account?

What kind of device is this, and what sort of setup or customization was done prior to encountering the issue?

It affects a fresh install, and other than setting the bottom panel to not be floating, I don't think I had changed anything yet. (Also, the issue was already present before that change, but I recorded the video afterward.) All the icons with menus that I tried seem to be affected, but for the task list/window list in the center, the long press context menus as well as the window previews seem to work correctly. The start menu also works correctly. Does that help? The distribution is postmarketOS, but I don't think they apply much custom configuration to KDE, so it should be pretty close to a plain install.

For what it's worth, I reinstalled freshly a day later for unrelated reasons, and it still happened. So it doesn't seem to be caused by any settings change. The device is a Steam Deck with postmarketOS running on it.

Is there something useful I could try to figure out what it is confused about? Maybe it's something DPI factor related? I checked and it's a "Wayland" session, not X11, and there is no external screen attached of any kind. I'm trying to think of what else could be a factor regarding the screen setup, but I can't really think of anything.

Looks like this should be fixed by the fix for Bug 490732.
