SUMMARY
Panel Settings dialog covers "remove" button for widgets underneath it

STEPS TO REPRODUCE
1. Remove right aligned widget (e.g. System Tray) from panel. 
2.

OBSERVED RESULT
widget needs to be moved to the left edge before the delete buttton can be clicked

EXPECTED RESULT
more intiutive way to achieve this - maybe by raising the delete button ahead in front of the dialog or by displaying the dialog a bit higher up when the delete button bubble is visible
