SUMMARY
Previously, it was possible to split a group into parts by moving the button not in the group inside the group.

STEPS TO REPRODUCE
1. Open many Chrome windows
2. Open Dolphin window
3. Move the Dolphin button to the middle of the Crome group.

OBSERVED RESULT
Group not break

EXPECTED RESULT
Group break

what are exactly your settings?

i can reproduce the issue as well as 489106 if i uncheck the "combine on single button" option, otherwise groups can be broken and reordered.

Note that the behavior for me is exactly identical on 6.0 as well, so, while i am not sure whether considering this actual a bug or intended behavior, it doesn't seem a regression on 6.x time

Yeah, I think this is intentional. If you want to be able to split up groups, you have to turn off grouping too. Grouping and combining are different things.
