SUMMARY

Since updating to Plasma 6.1, whenever I try to slowly move my mouse from one monitor to the other, it gets stuck at the edge of the screen, and I have to continue moving the mouse for 1+ seconds or yank it really hard to make it continue onto the other monitor.

STEPS TO REPRODUCE
1. Launch Plasma 6.1.0 with two monitors (in my case, side-by-side)
2. Slowly move the mouse from one monitor to the other

OBSERVED RESULT
The mouse pointer stops moving when reaching the edge of the screen. One must continue moving it to free it from being stuck. This issue does not seem as likely to occur when moving the mouse very fast (or perhaps it's just less noticeable)

EXPECTED RESULT
The mouse pointer moves continuously and uninterrupted from one monitor to the other, as it did prior.

This is intentional behavior. If you don't like this feature you can disable it in System Settings.
Go to Mouse & Touchpad -> Screen Edges -> Set Edge Barrier to 0 px
