SUMMARY


STEPS TO REPRODUCE
1.  Open setting panel
2.  Go to desktop effect
3.  Settings doesn't show, we get an error page instead

Can you try cleaning ~/.cache/kwin and ~/.cache/systemsettings ?

That solved the issue, thanks ! I only cleared the items in the 3 folders in ~/.cache/kwin, did a reboot, and I now see all the options.

I didn't touched the folder systemsettings since I wanted to try 1 thing at a time.

And to add some details, I did not touch anything in this setting panel before upgrading to plasma 6.1

Maybe the cleaning of this cache folder could be automated in a future update if you guys can reproduce my bug.
