SUMMARY


STEPS TO REPRODUCE
1. hide panel with auto hide or dodge windows
2. open up an app like steam or discord
3. click in the app for a bit and then try to launch the application launcher with the hotkeys

OBSERVED RESULT
application launcher won't open 

EXPECTED RESULT
application launcher should open

Cannot reproduce as described. If you go into System Settings > Keyboard > Shortcuts and then search for "Application launcher" do any of the items shown in the "KWin" or "plasmashell" categories have a shortcut bound to them? If so, which ones?

I am also using nvidia drivers with an amd processor if that helps. Both alt f1 and meta key are assigned to activate application launcher. I have messed with turning these on and off a lot and it hasn't fixed anything. Any suggestions you have would help.
