Please do the following:

1. Quit System Settings
2. find the folder `~/.cache/qmlplugindump/qmlcache/` and move it somewhere else
2. Launch System Settings again

Is the problem fixed now? If it is, please make an archive out of that folder (right-click > compress) and attach it here. Thank you!
