SUMMARY
The bucket fill tool in kolourpaint doesn't fill the selected area below the height of the mouse cursor.

STEPS TO REPRODUCE
1. Create a new drawing
2. Create an area to fill using the brush
3. Try to fill it with another color

OBSERVED RESULT
The area only gets filled partially from its top down to the height of the mouse cursor at the moment of using the fill tool.

EXPECTED RESULT
The entire area consisting of neighbouring pixels with the same color gets filled.
