SUMMARY
Fresh install of KDE Neon using `neon-user-20240606-0718.iso`  and the comic plasmoid no longer shows a tooltip on hover, nor does it respond to a right-click whhich means optionslike "Open in browser" are not available.

STEPS TO REPRODUCE
1. Add comic to desktop
2. Add XKCD, or APOD, or any comic with alt text
3. Place mouse on comic image and wait
4. Observe that no tooltip appears after a few seconds
5. RIght-click on comic
6. Observe that no menu appears

OBSERVED RESULT
There is no tooltip and no menu appears on right-click

EXPECTED RESULT
A tooltip to appear after a few seconds of hover and no menu on right-click

This is fixed in Plasma 6.1.

Neon update to Plasma 6.1 and it's all working again.
