SUMMARY
Pager disappears when there is only one virtual desktop. There should be an option to always show pager even when there is only one virtual desktop.

STEPS TO REPRODUCE
1. Add pager
2. Delete all but one virtual desktops

OBSERVED RESULT
Pager widget disappears

EXPECTED RESULT
Pager widget displays one virtual desktop if desired.
