SUMMARY
When rendering in AV1 - Unable to change the bit rate from over 160,000kbps -260,000kbps file sizes are double the size expected from handbrake

STEPS TO REPRODUCE
1. render a file in AV1 custom present NVENC
2. change the quality sliders 
3. 

OBSERVED RESULT
high file sizes on AV1 render doesn't matter the quality 5% or 50%.
 
EXPECTED RESULT
file sizes half of x265 like handbrake can produce.
