Originally, your subject said "pan tool", which means you configured your pen to send a middle-mouse button press on pressing the pen to the canvas. It is impossible for a pen press to invoke the move tool, unless you reconfigured the pen press to invoke the M button. But in any case, this is not a bug in Krita.
