SUMMARY
System tray settings popup showing behind panel settings dialog.

STEPS TO REPRODUCE
1. Plasma beta 6.1 (6.0.90)
2. Using any hardware (tried both on my NVIDIA GPU PC and my Intel GPU Laptop as well, it still occurs) 

OBSERVED RESULT
When glancing over the system tray with the cursor (or any widget behind the panel settings dialog) it hides behind the panel settings dialog making it impossible to manage the settings of the widget. Right clicking on the widget works as normal.

EXPECTED RESULT
Being able to click on the applet's popup to change it's settings on front of the panel settings dialog (if possible)
