SUMMARY
When logging into plasma, a "placeholder" icon (the one that is e.g. used for a new file of unknown type) appears in the system tray. Clicking it informs the user of an error that occured when loading vaults.
Note that I do not and have never actually used the vault functionality.

STEPS TO REPRODUCE
1. Login to plasma
2. Observe placeholder icon in system tray
3. Click it

OBSERVED RESULT
The following error is shown:
file:///usr/share/plasma/plasmoids/org.kde.plasma.vault/contents/ui/main.qml:102:36: Cannot assign object of type "QQC2.Action" to property of type "Action_QMLTYPE_88*" as the former is neither the same as the latter nor a sub-class of it.

EXPECTED RESULT
(Not sure, I never used vaults)

Same problem with weather, except that the icon appears fine.

same problem with kdeconnect
the folowwing error is shown :

YES ! a priori, I solved my problem
After a laborious search, and by comparing the installations of the different users of my computer, I found the faulty file which is:
. config/plasma-org.kde.plasma.desktop-appletsrc
by deleting it, I was able to recover access to Vault and KDEConnect
Be careful : you have to redo your panel setup afterwards.
