SUMMARY
I made this video (https://youtu.be/bjtzeJWeHvE) because it's more explanatory than 1000 words. The panel makes a weird transition when the mouse moves fast (the problem doesn't happen if the mouse moves slow!) on the icons in the panel.

STEPS TO REPRODUCE
1. Look at the video and make the same movements with the mouse (move fast on icons on the panel)

OBSERVED RESULT
The description of the icon we are pointing at with the mouse seems to be 2x larger than expected if the mouse is moving fast.

EXPECTED RESULT
The description of the icon should be 1x sized always.

I'm afraid the Morphing Popups effect was just deleted today (to be released in Plasma 6.2) because we were unable to figure out how to permanently fix these kinds of visual glitches that it causes. :(
