Plasma systemsettings doesn't remember the window state and always starts in a not maximized window if using the maximize button in the title bar or maximizing the window via double clicking on the title bar.

STEPS TO REPRODUCE
1. Open Plasma systemsettings
2. Maximize the window using either the maximize button or double clicking on the title bar
3. Close Plasma systemsettings
4. Open Plasma systemsettings again 

OBSERVED RESULT
When Plasma systemsettings opens the window is not maximized

EXPECTED RESULT
When Plasma systemsettings opens the window is maximized

It does however remember the window size when manually resizing the window and then closing / opening Plasma systemsettings again.

Still an issue in Plasma 6.1.
