Taskbar icons are blurry on reboot. After hovering over them, they sharpen

STEPS TO REPRODUCE
1. reboot
2. icons are blurry
3. 

OBSERVED RESULT
Icons on the taskbar are blurry

EXPECTED RESULT
They aren't
