SUMMARY
GTK apps doesn't remember any options even in the current session. They doesn't remember the Recent used locations and are showing the same location several times. Here's a screenshot from File-Roller:

There are 4 times mozo and nothing on the recent used directories. It even can't see where the file for extraction is located, It thinks it's in / but it's in /media/sdc1/Games/:

STEPS TO REPRODUCE
1. Open a GTK app and use it.

OBSERVED RESULT
The app doesn't remember anything.

EXPECTED RESULT
The app should remember at least recent used directories as in Plasma 5.

We don't have any control over what GTK apps do. We're KDE, we don't control GTK or apps written with it. I'm afraid yo'll have to report this to someone in GTK land.

But the same apps (and versions) are working fine in Plasma 5?

There's no possible way it's relevant. Plasma doesn't touch this.

Ok, but with Plasma 5 file-roller for example remembers it's settings. The same with Vinagre. Now the doesn't remember them. This two apps are just an example. There are more apps affected.

As I said, Plasma 5 doesn't have anything to do with GTK. I can't explain why you're seeing that issue, but it's not caused by Plasma.
