I've always had a small KDE panel at the top left of my window. 
After upgrading from Fedora 38 to Fedora 40, now the panel steals the full width of the screen, like if it were a full width panel.

EXPECTED RESULT
The panel to allow other windows to be over it, specially at its right.

SOFTWARE/OS VERSIONS
plasma-workspace-x11-6.0.4-1.fc40.x86_64 (wayland does not even work in my Fedora 40).

Another related problem seems to be that there is no option to allow other windows to be over the panel.

Same root cause as Bug 477939, which ultimately is caused by an omission in the relevant Wayland protocol that needs to be addressed with a revision to it.
