SUMMARY
It seems that when the panel is not floating, (and is smaller than the default height?) the systray popup is 0x0, just a very small little dot that appears, instead of an actual panel

I thought it was something up with my own-built KDE but now I can replicate on a Fedora live CD


STEPS TO REPRODUCE
1. Download https://kojipkgs.fedoraproject.org/compose/rawhide/Fedora-Rawhide-20240502.n.0/compose/Spins/x86_64/iso/Fedora-KDE-Live-x86_64-Rawhide-20240502.n.0.iso boot it in a VM
2. Set the Panel Width to 30
3. Move the Welcome Center window down so the panel stops floating
4. Try to expand the panel popup

OBSERVED RESULT
A little dot appears above the clock

EXPECTED RESULT
The panel popup should appear instead

Forgot to add, it regressed sometime after late December, I have an own build from then, and it was working in that one,
