SUMMARY

STEPS TO REPRODUCE
1. create project
2. disable timeline effects
3. save project
4. restart/sleep pc / close kdenlive / unknown
5. re-open project

OBSERVED RESULT
all clips should be disabled individually as well as in the kdenlive file. 
the UI should NOT display "Disable Timeline Effects" as enabled.
toggling the timeline function in question any number of times will not change any clips' visibility.
overriding the singular property for the timeline function in question in the project file, then saving and opening the project in kdenlive will not change anything either.

EXPECTED RESULT
1) When the property "<property name="kdenlive:docproperties.disabletimelineeffects">1</property>" is set, the UI should display said option as enabled.
1.1) Disabling that property should properly re-enable all hidden clip effects.
2) Toggling the option repeatedly in the UI should also function properly, i.e. disable non-hidden and re-enable hidden effects.

Facing the same problem after upgrading to Kdenlive 23.08.4, I disabled some effects from a clip and now, on that specific clip, no other effect can be enabled in any way, no matter what. Very frustrating. 

I guess I'd better work around it by exporting my video and then importing it back with Kdenlive, then I'll split into clips again and add the effects I need. Big waste of time, but no other solution comes in my mind.

Sorry for the inconvenience. This is was fixed recently in the upcoming 24.05.0 release with this commit:

In my tests, with 24.04.2, You should be able to manually re-enable effects by disabling/enabling the clip effect stack and/or the specific effect...
