SUMMARY
Somewhere between 20% and 100% of applications available in discover return an error message of "Error: could not find or read package $PACKAGE_NAME "  when clicked on. This does not effect whether or not said package can be installed, mind; it's just annoying boilerplate; sound and fury, signifying nothing. 
It cannot be reproduced in any meaningful fashion for a single package, even within a session of using the application.
Thus the error message is incessant, yet irreproducible and incorrectly displayed!

Unfortunately PackageKit support in Discover is very poor due to a confluence of factors that are 100% outside of KDE's direct control. So much so that we're strongly considering labeling support for Arch in Discover experimental and unsupported; see https://invent.kde.org/plasma/discover/-/merge_requests/829.
