I have this issue as well. It seems like the cursor does not get affected by night light so it remains the same. This bug doesn't seem to happen on X11.

I have same issue that mouse cursor is not affected by night light. It stays same bright (might feel even bluish) as without night light.

I'm pretty sure I didn't have this issue with Radeon 6800 XT (RDNA2) but since I started using 9070 XT (RDNA4) today, I have this same problem.

Plasma 6.3.5
Linux 6.15-rc5
Mesa 25.0.5
Wayland

This is a driver bug. I'm relatively sure NVidia fixed theirs already, and in the AMD case the fix for https://gitlab.freedesktop.org/drm/amd/-/issues/4148 will also fix this.
