STEPS TO REPRODUCE
1. System Settings > Keyboard > Model: Generic 105 keys
2. NumLock on Plasma Startup: Turn on
3. Reboot

OBSERVED RESULT

NumLock is off

EXPECTED RESULT

NumLock is on.

I'm experiencing the same issue with the same keyboard on KDE neon 6 with Wayland rather than X11.
