SUMMARY
When the PC goes to sleep mode and resumes, the VRR starts to refresh inconsistently. It occurs mainly at lower framerates, such as 60~90 FPS, even with consistent frametimes.

STEPS TO REPRODUCE
1. Enter sleep mode
2. Resume
3. Open a game
4. Set 60 FPS cap
5. If possible check your monitor refresh OSD

OBSERVED RESULT
The refresh rate is constantly changing from minimum to maximum instead of staying at 60hz.

EXPECTED RESULT
The refresh rate should be at 60hz in this example.
