Ok. I know where is problem. I have main panel on top of the screen and panel (from your screenshot) with this option is not visible. (In reply to bugs_kde_org from comment #4) > Ok. Edit mode panel
I added screenshot with edit mode panel When main panel is on top of the screen and auto hide option is activated. Look at center of main panel. Below main panel, you can see part of edit mode panel

Menu for panel doesn't contain any option related to panels (except remove panel). The same for desktop menu. OBSERVED RESULT No option to add panel.
