SUMMARY
Even when the phone is not connected to the PC because it is off or out of range, the application uses the high-impact and not low-impact background (you can see it from running applications in the Quick Settings Page)

STEPS TO REPRODUCE
1. Install KDE connect 
2. You will always see a high-impact process running

OBSERVED RESULT
in the Active Apps section (in the Quick Settings shade) You will always see a high-impact KDE Connect process 

EXPECTED RESULT
When the device is not connected to the PC, the application should not use a high-impact process since it is not doing practically anything
