SUMMARY
When moving cursor over tray icons or task manager windows, tooltips often disappear immediately after cursor moves to another icon/window.
Interestingly it seems to only happen when moving mouse to the right. It almost never happens when cursor is moved to the left.

STEPS TO REPRODUCE
1. Move cursor over tray icons or task manager

OBSERVED RESULT
Tooltip disappears after cursor is moved to another tray icon / task manager window.

EXPECTED RESULT
Tooltip does not disappear.
