If it's broken, that means there's a problem with the AppStream metadata present on the distro.

After reverting b605a442ed23675f152b3a0706d03e739c5fd6ba in master for Discover to make opening Appstream URIs work again (see Bug 484714), opening that URI works fine for me--which is what I would expect, since `appstreamcli search org.kde.plasma-systemmonitor` shows that System Monitor is registered under the "org.kde.plasma-systemmonitor" ID. I'd check to make sure that it's registered under that ID in whatever distro you're using.

So in this case the error message shown by Discover is correct: it is indeed a distro packaging issue.
