STEPS TO REPRODUCE
1. im not sure how it happens. 
2. if you try set the volume at 55 or 60. it goes back to 40.
3. happens after every reboot. 

OBSERVED RESULT
expects volume reset 

EXPECTED RESULT
hoping it gets notice at least.

not sure if this is a bug like deasktop icons or not.

Is this still happening on your system?
On git-master I set the volume to 61%, rebooted, and it was still at 61%
