SUMMARY
KWrite does not remember the option View → Code Folding → Show Folding Markers. I can turn it off, close and restart KWrite, and the option is enabled again. I've tested this with a text document, nothing else.

That is a temporary per view setting. It is not persisted.

Change it in the settings dialog, Appearance -> Border if you want it to persist.
