STEPS TO REPRODUCE
1. Enable scrollbar arrows in Breeze application style
2. Open Discover or System Settings
3. Click on the scrollbar arrow

OBSERVED RESULT
The page scrolls to the extreme bottom or top

EXPECTED RESULT
The page should only scroll a small increment
