SUMMARY

There is no more Ctrl_Esc shortcut to display "process monitor".

The process monitor in plasma-workspace has been removed. The shortcut for plasma-systemmonitor is Meta+Esc

Be careful, I don't speak about ksysguard.

I speak about "process monitor"

Meta_Esc opens ksyguard.

I want a shortcut for opening "process monitor".

How to create sucha shortcut ?

There is no "process monitor" any more, only plasma-systemmonitor, for which you can configure any shortcut
