SUMMARY
In electron apps like element, slack, signal I observed hangs recently occuring more or less random (but usually after interaction). In the journal I see on every hang the message "Failed to connect to proxy" and then the application is blocked. After some time, the app resumes. This didnt happen with kde5.

According to the logs this seems to be related with notifications:

This is not a Plasma problem but rather a local misconfiguration on your system, or some kind of packaging issue. Moving to Neon for further triage.
