STEPS TO REPRODUCE
1. Open System Settings and go to the Keyboard submenu
2.  Pick more than 4 keyboard layouts
3. You're locked in a 4-layout limit

OBSERVED RESULT
Multilingual individuals cannot use more than one keyboard layout, which might be needed due to accented characters being hard to type efficiently from a US International layout or a language having an entirely different writing system.

EXPECTED RESULT
Having the option to have more than four layouts at once. I think that every other Linux DE has this feature.

You didn't provide your SOFTWARE/OS VERSIONS fully.

This feature known as "spare layout",
for X11 it exists for ages,
for Wayland it's not yet implemented.
