SUMMARY
Panels' Opacity set to opaque remain translucent 


STEPS TO REPRODUCE
1. Add a panel
2. Enter edit mode
3. Set Opacity to Opaque
4. Observe that it remains translucent
5. Enter edit mode again
6. Observe that the Opacity setting remains Translucent


OBSERVED RESULT
Panels don't remember their Opacity setting when changed


EXPECTED RESULT
Panels set to Opaque should become opaque, panels should remember the settings they're set to

Just looked, I'm not using Breeze so it's probably a theme issue. I tried Breeze and it follows the translucency/opaqueness setting just fine.

You would need to report issues with 3rd party themes to the developers of these themes.
