SUMMARY
Allow users to temporarily disable individual KWin rulesets.

STEPS TO REPRODUCE
1. Create a KWin ruleset that you don't want to immediately apply.

OBSERVED RESULT
It can't be disabled.

EXPECTED RESULT
It should be possible to, so that the user doesn't need to constantly import and export.
