Upon further inspection relating to https://bugs.kde.org/show_bug.cgi?id=483168

Running under GDB, system settings info reports wayland as it should, and the mouse panel is no longer blank and has everything I need. Seems like the issue is with systemsettings running under xwayland for whatever reason and thus isn't getting the devices properly? Either way, don't think this is a KDE bug.
