Scrollbar flashes when hovering over it

SUMMARY
Possibly caused by: https://invent.kde.org/plasma/breeze/-/merge_requests/435
When you hover where the scrollbar groove was before, the scrollbar flashes white/light gray before transitioning to a darker color. 

STEPS TO REPRODUCE
1. Open System Settings
2. Hover over the white part of the scrollbar

OBSERVED RESULT
It flashes white before animating to a darker color

EXPECTED RESULT
It should probably just transition to a darker color instead of flashing
