Exit edit mode not exiting when panel settings closed

SUMMARY

Right clicking the taskbar panel while in edit mode and the panel settings is closed, then clicking "Exit Edit Mode" does not actually exit. Instead, it opens back the panel settings.

STEPS TO REPRODUCE
1. Enter Edit Mode
2. Close the panel settings (by clicking the desktop)
2. Right click the taskbar
3. Click "Exit Edit Mode"

OBSERVED RESULT

The panel settings window opens.

EXPECTED RESULT

Edit mode exits.

This is fixed in Plasma 6.1
