SUMMARY
Annotation tools were missing after being used once in rectangular region mode

STEPS TO REPRODUCE
1.  spectacle -r -b -c
2. Use annotation tools like pen or blue once

OBSERVED RESULT
The entire toolbar disappeared. I can only use Enter / Esc / Ctrl+C to exit, and cannot switch tools.

EXPECTED RESULT
The toolbar should still be visible to copy image and switch tools.
