I've been a long time Plasma user and I really hadn't known Meta+V until I now read today's Nate's blog post [1].
There are even more shortcuts I haven't known so far.

It would be super helpful to have an applet, which shows Plasma and Plasma Application (Dolphin, Okular, KMail, ...) shortcuts on demand, when using either of these.

For the applet I imagine kind of an interactive "virtual keyboard" such as from [2].

This applet could then also be displayed in the welcome centre for new users.

It's not a bad idea. I've had a similar thought myself.

Not sure what form would be the best though. We'd want this to be discoverable, but not annoying.
