STEPS TO REPRODUCE
1. Set panel icon size to small
2. Set panel height to 40
3. 

OBSERVED RESULT
Bluetooth icon is annoyingly humongous compared to the other icons

EXPECTED RESULT
Bluetooth icon should be scaled appropriately.

ADDITIONAL INFORMATION
Is there a reason why changing the icon size sometimes makes the icons colored and sometimes not? The clipboard icon is annoyingly colored, while the rest aren't at 40 panel height.

That's a 3rd-party icon from a 3rd-party icon theme. Does the same issue occur when using the default Breeze theme?

If not, then the issue is in the 3rd-party icon theme, which either has a bug in general around this icon, or else needs to be adjusted for Plasma 6.

Sorry for wasting your time I wasn't aware changing icons would also affect tray icons. Is there a way to change icons without affecting the tray ones?

For context the icon theme is Tela and in plasma 5 it seemed my tray icons were breeze despite my icons being set to tela dark

Right, that's a difference between Plasma 5 and Plasma 6. In Plasma 6, the icons in your icon theme are the ones that get used throughout Plasma UI elements.
