Can you reproduce this issue in the Wayland session too, or only X11? It works for me on Wayland. Doesn't happen on Wayland. What I've also noticed is that the panel's active area isn't just eaten up, it's moved. Clicking on the top pixels of the maximized window also triggers the panel elements. Attaching another preview.
