SUMMARY
With the left click action set to "Activate and raise", Qt menus requires an extra click to be activated under certain conditions. This includes menus from the Plasma global menu bar.

STEPS TO REPRODUCE
1. Open menu with submenus, such as Kate's editor context menu
2. Mouse over a submenu to open it
3. Try to activate other option outside of the submenu

OBSERVED RESULT
After the submenu disappears, entries in the top-level menu requires an extra click to activate.

EXPECTED RESULT
The menu item should be activated immediately.

This is an issue in the global menu applet. Submenus get unexpectedly destroyed, which confuses QMenu then.
