STEPS TO REPRODUCE
1. sudo apt install kmail

OBSERVED RESULT
apt wants to install many -dev packages as well as packages like binutils and wayland-protocols that are only useful for development

EXPECTED RESULT
Only packages needed for running kmail are installed

this is finally fixed neon release edition after i tracked down all my packaging mistakes ;)  thanks for the bug report.  should be in user edition soon (TM).
