STEPS TO REPRODUCE
1. After closing NeoChat, it does not reopen via the notification icon
2. The notification icon should be a warning that NeoChat is running in the background, but it only reopens when the main icon is used.
3. One of the functions with Neochat open is that the notification icon minimizes the program window, but it only blinks and nothing else.

ADDITIONAL INFORMATION
NeoChat, while I searched for something else in the available settings, showed freezes where nothing matched any single or double click forcing me to restart the computer.
