SUMMARY

I was about to report another bug, but now could not reproduce it. However, while exploring, I found the following one:

STEPS TO REPRODUCE
1. Take a standard panel
2. Add a second standard panel
3. Move that to the bottom too
4. Right click the new panel that now sits on top of the first one
5. click start edit mode

OBSERVED RESULT
panel configuration popup appears behind the second panel (it seems to be positioned relative to the first panel)

EXPECTED RESULT
panel configuration popup appears above the top most panel so nothing is hidden behind that panel

Similarly, the problem is the same on top panels, and makes it difficult to exit edit mode.
